Loomio offers a range of hosted plans starting at $29 USD per month (not-profit rate) to a few hundred dollars per month for more users and subgroups. Discounts are offered for annual subscriptions.
There is an option for a private Loomio server with SSO, branding, feature customization, but a price $4999 per year can be out of reach for many organizations.

The self-hosted version has no limitations as far as we can tell, so it might be more prudent to spin it up on your own server.

For ultra-sensitive situations
A tool such as Loomio is meant to engage larger numbers of people to contribute to organizational decisions openly and transparently. Therefore, there isn't much of a use-case for this tool in ultra-sensitive situations.
